Description & Project Overview
The Public Utilities Commission for the Municipality of Chatham-Kent is inviting proposals for consulting engineering firms to provide professional engineering services for the upgrade and expansion of the Chatham Sanitary Pumping Station No. 3 (CHPS #3) and associated sanitary forcemain infrastructure. The assignment includes environmental assessment, preliminary design, detailed design, Ministry of the Environment, Conservation and Parks (MECP) approvals, tendering, construction administration, commissioning, start-up, and post-construction services. The project will be implemented through a phased approach to improve pumping station reliability, increase system capacity, provide operational redundancy, and accommodate future growth. The work consists of three phases. Phase 1 includes upgrades to the existing pumping station, including pump rehabilitation and replacement, process mechanical, electrical, instrumentation, SCADA, structural, HVAC, and building improvements. Phase 2 includes completion of a Schedule B Municipal Class Environmental Assessment and the design and implementation of a new twin sanitary forcemain, including a Thames River crossing and associated approvals. Phase 3 includes the preliminary design of future long-term pumping station upgrades required to restore the facility to its ultimate design capacity and support projected future growth. As part of the assignment, the Respondent will undertake hydraulic modeling, flow monitoring review and analysis, pump and forcemain sizing, equipment selection, permitting and approvals coordination, stakeholder consultation, and the preparation of all reports, drawings, specifications, and tender documents necessary to support the successful delivery of the project. The Respondent shall also ensure that all Phase 1 and Phase 2 improvements are developed with consideration for future Phase 3 implementation and long-term operational requirements.
