Invitation to bid for the supply and delivery of laboratory reagents of the city health department 1) the city government of malabon, through the chd – health fund (mooe – medical, dental and laboratory supplies) included in the 2026 annual budget pursuant to city ordinance no. ao4-2025 intends to apply the sum of four million one hundred sixty thousand seven hundred eighty pesos (php4,160,780.00) being the approved budget for the contract (abc) to payments under the contract for supply and delivery of laboratory reagents of the city health department. bids received in excess of the abc shall be automatically rejected at bid opening. 2) the city government of malabon now invites bids for supply and delivery of laboratory reagents of the city health department using competitive bidding as a mode of procurement using lowest calculated responsive bid (lcrb) as an award criterion. delivery of the goods is required thirty (30) calendar days from receipt of notice to proceed. bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3) bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the irr, otherwise known as the “new government procurement act (ngpa)”. bidding is restricted to filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines. 4) interested bidders may obtain further information from bids and awards committee secretariat and inspect the bidding documents at the address given below from 8:00 a.m. to 5:00 p.m. except non-working days (i.e. saturday and sunday), legal holiday, or special non-working holiday, or other nonworking days duly declared by the president, governor, mayor or other government official authorized to make such declaration. 5) a complete set of bidding documents may be acquired by interested bidders from october 06, 2026, to october 19, 2026, from the address below, in the amount of five thousand pesos php5,000.00. it may also be downloaded free of charge from the website of the philippine government electronic procurement system (philgeps) and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6) the city government of malabon will hold a pre-bid conference on october 06, 2026, (tuesday) at 2:30 p.m. at bac conference room, eighth (8th) floor, malabon city hall, f. sevilla blvd., brgy. tañong, city of malabon, and/or through video conferencing via zoom platform, which shall be open to prospective bidders. 7) bids must be duly received by the bids and awards committee (bac) secretariat through manual submission to the address indicated below, on or before october 19, 2026, at 12:00 noon. late bids shall not be accepted. 8) all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. 9) bid opening shall be on october 19, 2026, (tuesday) at 2:30 p.m. at bac conference room, 8th floor, malabon city hall, f. sevilla bl
