Contract Description
Announcing voluntary upfront transparency for the SAP landscape Announcing voluntary upfront transparency for the SAP landscape
Announcement of voluntary advance transparency for the SAP landscape Twence B.V. intends to continue the agreement for the management, maintenance and further development of its SAP landscape with the current contractor. Twences SAP landscape includes the modules SD, MRS, PM, Ariba, MM, FI, CO, PO/PI, SAP Basis, HRM, various operational links and several company-specific interfaces with primary business processes. It contains a large number of custom configurations, company-specific interfaces, process links and historically developed management agreements that have been developed and maintained by the current contractor over a number of years. The technical documentation for this is only partially standardized. An extensive knowledge transfer and validation process would therefore be necessary for a new service provider before the service can be continued at an acceptable quality level. Twence has investigated whether a change of service provider in the short term is a realistic alternative. It was determined that a transition to another party would lead to extensive transition work, significant implementation and migration costs and substantial risks for the continuity of business operations. The estimated transition costs amount to more than € 1.4 million and include costs for knowledge transfer, migration, project management, double management and licensing costs during a retention period, contractual conversions, additional internal capacity, training and the redesign of management processes. In addition, a supplier change would be accompanied by a lengthy transfer period during which knowledge of the specific Twence environment would have to be rebuilt. During this period, increased risks arise for the availability, security and manageability of business-critical systems and processes. Disruptions can have direct consequences for the support of Twences primary business operations and operational processes. Taking into account: 1. the far-reaching technical interrelationship of the services with the existing SAP landscape; 2. the substantial and demonstrable transition costs; 3. the serious risks to continuity, availability and manageability of business-critical processes; Twence is of the opinion that continued provision of services by the current contractor is necessary and that a change of supplier at this time would lead to disproportionately high technical, operational and economic disadvantages. For this reason, Twence intends to award the contract directly to the current contractor. This announcement is published to implement voluntary transparency in advance, so that interested market parties can take note of this intention and, if desired, express their objections. Interested parties who do not agree with this intention must serve a summons for summary proceedings on Twence no later than twenty calendar days after publication of this announcement. This can be done by email to s.yanguc@twence.nl, for the attention of Mrs. S. Yanguc. The objection must in any case contain: the name and contact details of the interested party; substantiation showing that the interested party is actually willing and able to provide the requested services; an explanation of why, in the opinion of the interested party, there is no justification for the proposed contracting of the current suppliers. If no summons has been served within this period, the interested party will exercise its rights to contest the intended award.
