Description & Project Overview
In order to fulfill official tasks and specifically to support the Federal Police (BPOL) and Federal Criminal Police Office (BKA) involved in the support network (UVB) - CBRN and to support the states, a walking unmanned ground vehicle (UGV) is to be procured. The walking UGV should be able to carry measuring devices and transmit their data and thus carry out the exploration of danger areas semi-autonomously. Furthermore, the walking UGV should have the ability to open doors (use of door handles and push and pull opening of even self-closing doors) and climb stairs with a step height of up to 30 cm (valid for all common construction materials such as concrete, wood, metal and metal grilles) in order to be able to move freely in buildings. The walking UGV must have the ability to sense its environment in three dimensions (3D) and move semi-autonomously in this environment based on this data. In order to ensure mandatory technical compatibility with the designated partner authorities, the walking UGV must be the “Spot” model from the manufacturer “Boston Dynamics”. This is the only way to technically guarantee that purchased and self-made additional equipment (hardware and software) can be exchanged with the partners. The interfaces (hardware, software, data formats) must be fully documented and made available to the client without license restrictions for the development of their own additional equipment. The UGV “Spot” is procured in accordance with Section 31 Paragraph 6 VgV with a product specification for mandatory technical reasons of compatibility with the existing systems, adaptations and additional equipment (hardware, software, interfaces) / accessories. Equivalent solutions are only permitted if they demonstrably guarantee compatibility; Proof must be provided with the offer through a confirmation from the manufacturer. The awarding of hardware, maintenance and services in one lot is necessary for reasons of uniform warranty and responsibility for the entire system.
