Pursuant to Article 1 of the Agreement on the allocation of grants for projects financed from the mechanism for recovery and resilience 2021-2026, code number: NPOO.C4.3.R3-I4.01.0018 - Construction and equipping of the center for the elderly Duga Res, which was concluded between the Client on the one hand and the Ministry of Labour, Pension System, Family and Social Policy and the Croatian Employment Service, Office of Financing and the contracting of European Union projects, on the other hand, the Client is obliged to implement the project Construction and equipping of the center for the elderly in Duga Res, in everything as described in the application form. Namely, the project Construction and equipping of the center for the elderly in Duga Res is being implemented with the aim of improving the availability of integrated comprehensive care for the elderly. It is planned to provide interconnected and high-quality social services, accommodation for elderly people functionally dependent on the help of others, and the provision of non-institutional services in the community, such as accommodation, help at home and counseling. The project is implemented by the City of Duga Resa as the applicant and the County of Karlovac as a partner. Considering the negative demographic statistics with a pronounced high share of the elderly population in the total population, this project will provide the necessary services for the III and IV categories of users through the construction and equipping of the center for the elderly. As an added value, care for the elderly in conditions of disability of caregivers. The center is not planned as an isolated complex, but will be an integral and vital part of the urban area with residents involved in everyday city life. The built and equipped center for the elderly in Duga Resa will be entrusted to the management of a public institution, which will be established as the owner by the City of Duga Resa. In addition, the geographic positioning of the center with its immediate proximity to the Mrežnica river, which as an attractive tourist center, additionally contributes to the centers popularity, should be emphasized. Furthermore, the project plans to build and equip a building with a capacity of 151 users on the ground floor, two floors and an attic with a gross area of about 5,280 m2 with an accompanying ground floor multi-purpose hall, as a free-standing building with a gross area of 335.16 m2 that will complete the service of the center itself. The center will be located on a plot of 6910 m2, in the Tušmer settlement in Duga Resa, in the immediate vicinity of the Mrežnica river. The planned building has a public, social purpose. Therefore, the subject of this public procurement procedure is works on the construction of a facility for the elderly in Duga Res, in accordance with the construction permit issued by the Administrative Department for Construction and Environment, Department for Spatial Planning and Construction of Karlovac County, CLASS: UP/I-361-03/18-01/000218, UR NO: 2133/1-07-02/01-18-0004 from 03.12.2018. year, which became enforceable on 03.12.2018. of the year, Decisions on amending and supplementing the building permit, CLASS: UP/I-361-03/20-01/000043, URBRO: 2133/1-07-02/01-20-0013 from 10.06.2020., which became enforceable on June 10, 2020. and the Decision on the amendment of the building permit - change of investor, CLASS: UP/I-361-03/23-01/000039, UR NO: 2133-07-02/06-23-0003 dated 20.02.2023. which became final on February 21, 2023. year.
