Bids received in excess of the ABC shall be automatically rejected at bid opening.[Note: for the procurement, the maximum fee for the bidding documents for each lot shall be based on its ABC, in accordance with the guidelines issued by the GPPB, provided that the total fees for the bidding documents of all lots shall not exceed the maximum fee prescribed in the guidelines for the sum of the ABC of lots.]2) The Municipality of Medellin now invites bids for ITB-0059-2026 Concreting of Local Road in Barangay Caputatan Sur, Medellin, Cebu (Road Concreting = 400.0m Length; 6.10m Wide; 0.20m Thickness and Slope Protection). Contract Duration is required 60 Calendar Days. Bidders should have completed, within 15 Years from the date of submission and receipt of bids, a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.4) Interested bidders may obtain further information from Municipality of Medellin – BAC Secretariat Office and inspect the Bidding Documents at the address given below from 9:00o’clock in the morning to 5:00o’clock in the afternoon.5) Pre-Bid Conference will be on November 9, 2026(Monday) @10:00am in the morning. A complete set of Bidding Documents may be acquired by interested bidders on November 10, 2026 (Tuesday) from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos (P 25,000.00).It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.6) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before November 23, 2026(Monday) @ 5:00 o’clock in the afternoon.
