Includes support for auto-migration of last 3 years inventory of approved Ordinances and Resolutions SP records to be migrated to the online portal5. Ensure features for customization of modules/revision of data fields as requested by end-user6. Includes interactive SP Paperless Session Module for SP Office accessible in mobile phones7. Includes user-setup for Post Ordinance Impact Monitoring Portal by legislation sector 8. Includes features for unlimited weblink connectivity and online records archiving9. Includes FREEE webhosting and technical support services for 2 years, then subscription for webhosting and tech support thereafter, renewable annually.10. Ready connectivity features of the App for other City Barangay legislation records11. Onsite training provided and includes post installation free online training and on-call technical support upon request by end-user12. Provider must pre-install online system for review of SP with summary of output per module duly listed. The SP as end-user must first certify acceptability of the system for their use.13. Provider must show Certificate of IPOPHIL Exclusive Copyright for E-Legislative Portal software with above features.14. Provider must have installed a similar portal to at least ten (10) LGUs as proof of work.15. Includes SP Office website, in separate domain, in-sync with the online portal with webhosting services after one year.APPROVED BUDGET FOR THE CONTRACTS: P1,600,000.00 SOURCE OF FUND : Special Purpose Appropriations-Locally Funded Projects-General Public Services Legislative Services-E-Legislative Online Digitalization System-Computer SoftwareBids received in excess of the ABC shall be automatically rejected at bid opening. 2. The CITY GOVERNMENT OF TACURONG now invites bids for the above Procurement Project. Delivery of the Goods is within 15 Calendar Days upon receipt of Purchase Order. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.4. Prospective Bidders may obtain further information from the City Government of Tacurong and inspect the Bidding Documents at the address given below during Office Hours (8:00AM to 5:00PM).5. A complete set of Bidding Documents may be acquired by interested Bidders on November 2-24, 2026 from the given address and upon payment of non - refundable fee based on the ABC. The Procuring Entity shall allow the bidder to present its proof of payment (photocopy) for the fees upon securing the bidding documents.6.
