Description & Project Overview
The Contractor shall provide on-call snow removal, clearing, and de-icing services across two designated facilities: the Grand Forks, ND Weather Forecast Office (WFO) and the NEXRAD Office. Services require a rapid response within two hours of notification by the Meteorologist in Charge (MIC) or designee. At Location 1 (Grand Forks, ND WFO), work is triggered at two inches of accumulation (not to exceed four inches) or during significant drifting events, encompassing the plowing of the main paved parking lot, entrance drive, dumpster access, designated snow piling, clearing municipal and facility sidewalks (including walkways to exterior entryways, instrument equipment, and storage/generator structures), and the contractor-furnished application of landscape- and surface-safe ice melt granules. At Location 2 (NEXRAD Office), work is triggered at four inches of accumulation (not to exceed six inches) and involves plowing the gravel entrance drive and parking area, as well as clearing sidewalks accessing equipment shelters and tower facilities, coordinated with WFO staff to facilitate secure site access. In accordance with RFO 12.201-1(c)(2), this acquisition is being conducted under simplified procedures for commercial services at or below the Simplified Acquisition Threshold (SAT), and the Contracting Officer intends to solicit quotations directly from suppliers.
