A framework agreement is concluded with a pool of entrepreneurs. All suitable offers that are submitted in good form and on time via the NRW procurement marketplace should become part of the framework agreement for the respective lot being offered. A placement list (retrieval protocol) is created. The bidder with the cheapest offer goes to number 1 on the placement list for the lot he is bidding on. The following listing (“ranking”) for each lot is also based on the prices. Regardless of the placement of their offer, the bidders become potential contractors for individual calls upon inclusion in the framework agreement. In addition to the guaranteed quantity per contract year, the framework agreement includes an option quantity per lot per contract year. The contractor is entitled to the fulfillment of the guaranteed quantity. Detailed information on the provision of services can be found in the respective service lists (appendices).
