Contract Description

Ruhr University Bochum - Multi-partner framework agreement general planning in two lots Multi-partner framework agreement with a maximum of four contractors for general planning services for service phases 1 to 7 (Lot 1)
The Ruhr University Bochum intends to award general planning services for service phases 1 to 7 (Lot 1) and service phases 5 to 9 (Lot 2) by means of a multi-partner framework agreement with a maximum of four contractors. The objects to be planned include, in particular, the existing buildings on the university campus. In this respect, it will largely involve conversions and/or modernizations. Planning in the technical equipment service profile plays a special and usually the most important role, whereby the inventory must be taken into account in particular during planning (interfaces, determining the condition of the technical systems in coordination with RUB operations, etc.). The coordination and coordination services to be provided are an express part of the service. It is not possible to make a final forecast about the measures that will be taken because they are based on unforeseeable developments. In particular, the measures will be in connection with the appointment of new professors. These will in particular be buildings of the faculties of natural sciences and engineering. In addition to research and development laboratories for chemistry, physics, biology and technology, the buildings also contain behavioral test rooms, clinical laboratories, radionuclide laboratories and genetic engineering biosafety laboratories. The following service profiles are usually always recorded by individual orders. - Property planning (special note on property planning: as part of dismantling and demolition services (dust-generating work), components contaminated with pollutants are to be expected. For proper processing, the client will provide an expert report and a dismantling concept with instructions on how to deal with components contaminated with pollutants.) - Technical equipment, depending on the requirements, all system groups, but in particular (but not exhaustively) (KG 430, 431, 434, 473, 474 - each according to DIN 276 2008 - 12 - media/gas warning system, refrigeration/ventilation, demineralised water, etc.) - The consulting services that may be required as part of the general planning service include, for example, but are not limited to: requirements resulting from a pollutant report in the further dismantling and breakthrough planning o Fire protection based on AHO Issue 17 o Laboratory planning within the meaning of Section 53 Paragraph 2 HOAI 2021, system group 7 o Static assessment (static assessment as part of the conversion and modernization of existing building structure, additional loads from large appliances, reinforcement, vibration protection) By splitting lots, the client expects a higher quality of services as well as mutual quality control and security. The bidders should be given the opportunity to decide for themselves in the offers and to explain where they see their strengths. It is planned that the respective contractor of lot 2 will be involved in the processing for the client from service phase 5 onwards to monitor and advise. Until the completion of service phase 7, the services will be processed in the lead and with sole general planning responsibility by the contractor of lot 1. The clients goal is for the services from LPH 8 to be taken over as smoothly as possible by the contractor in lot 2. The subject of this award procedure is - per lot - a multi-partner framework agreement with a maximum of four contractors. The respective individual orders come about on the basis of so-called mini-competitions. If a company is a framework contract partner in both Lot 1 and Lot 2, it can only receive individual orders in one lot due to a corresponding offer limitation within the mini-competitions. Experience has shown that individual measures last an average of around 24 months. The framework agreement has a term of 4 years. Otherwise see tender documents.
