Invitation to bid for design and build of farmers waste disposal and organic fertilizer production facility the municipality of san juan through the ra7171 – 2026 intends to apply the sum of one hundred fifty million pesos (php.150,000,000.00) only being the abc to payments under the contract for design and build of farmers waste disposal and organic fertilizer production facility/ 00026-0000070. bids received in excess of the abc shall be automatically rejected at bid opening. the municipality of san juan now invites bids for the above procurement project. completion of the works is required 695 calendar days. bidders should have completed a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii (instructions to bidders). bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised implementing rules and regulations (irr) of republic act (ra) no. 9184. interested bidders may obtain further information from municipality of san juan and inspect the bidding documents at the address given below from monday to friday @ 8:00am to 5:00pm.. a complete set of bidding documents may be acquired by interested bidders on october 9-28, 2026 from given address and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of php.50,000.00.the procuring entity shall allow the bidder to present its proof of payment for the fees and it will be presented in person. the municipality of san juan will hold a pre-bid conference on october 16, 2026 @ 2:00 pm at conference hall, balay ti ili, bannuar, san juan, ilocos sur which shall be open to prospective bidders. bids must be duly received by the bac secretariat through manual submission at the office address as indicated below. late bids shall not be accepted. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. bid opening shall be on october 28, 2026 @ 2:00 pm at the given address. bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. the schedule of procurement activities for this contract is shown below: pre-procurement conference - 10/8/2026 @ 2 pm posting - 10/9-15/2026 pre-bid conference - 10/16/2026 @ 2 pm subm. of bids - 10/28/2026 from 8-12 noon opening of bids - 10/28/2026 @ 2 pm bid evaluation - 10/29/2026 post-qualification - 10/30 & 31/2026 issuance of noa - 11/2/2026 contract preparation & signing - 11/3/2026 approval of contract - 11/4/2026 issuance of notice to proceed - 11/5/2026 the municipality of san juan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2016 revised implementing rules and regulations (irr) of ra no. 9184, without thereby incurring any liability to the affected bidder or bidders. for further information, please refer to: cleanth r. gorospe bac secretariat municipal treasurer’s office balay ti ili, san juan, ilocos sur edwin f. sarmiento bac chairman
