The pasay city local government unit – deped through the special education fund (sef) – annual budget – calendar year 2026 intends to apply the sum of fourteen million five hundred twelve thousand five hundred pesos (p14,512,500.00) being the approved budget for the contract (abc) to payments under the contract for consultancy services – outsource service provider for preparation of school electrical plan, layout and design – public, elementary, secondary and special schools, deped, pasay city (rei2026-008). bids received in excess of the abc shall be automatically rejected at the opening of the financial proposals. the pasay city local government unit - deped now calls for the submission of short-listing documents for consultancy services – outsource service provider for preparation of school electrical plan, layout and design – public, elementary, secondary and special schools, deped, pasay city (rei2026-008) using the public bidding - consultancy services. short-listing documents of interested consultants must be duly received by the bids and awards committee (bac) secretariat on or before october 12, 2026, 10:00am at bids and awards committee conference room, rm 213 2nd floor, pasay city hall building. applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. interested bidders may obtain further information from bids and awards committee conference room, rm 213 2nd floor, pasay city hall building and inspect the bidding documents at the address given below from monday to friday from 7:00am to 4:00pm a complete set of bidding documents may be acquired by interested bidders on october 14, 2026 from the given address below and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of twenty five thousand pesos (php25,000.00). it may also be downloaded free of charge from the website of the philippine government electronic procurement system (philgeps) and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. the bac shall draw up the short-list of consultants from those who have submitted expression of interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of republic act (ra) no. 12009, otherwise known as the “new government procurement act”, and its implementing rules and regulations (irr). the short-list shall consist of three (3) prospective bidders who will be entitled to submit bids manually (by dropping the sealed bid envelopes at the drop box) at the bids and awards committee conference room, rm 213 2nd floor, pasay city hall building. the criteria and rating system for short-listing are: criteria minimum qualifications/ requirements legal bases/ documents percentage weight (%) 1. prospective bidder approved business permit, license registration from relevant and government agencies and membership to philippine government electronic procurement system (philgeps) 1. with valid securities and exchange commission (sec) registration 2. with valid department of trade and industry (dti) registration, permit and lice
