Procurement of dietary supplements, essential medicines, and nutrition commodities to sustain the first 1,000 days program for at-risk pregnant women and children of san andres, quezon 1. the local government unit of san andres, quezon, through the pmnp- pbg 2 intends to apply the sum of seven hundred ninety-three thousand twenty-five pesos (₱ 793,025.00), being the abc to payments under the procurement of dietary supplements, essential medicines, and nutrition commodities to sustain the first 1,000 days program tor at-risk pregnant women and children of san andres, quezon/ b2026-0044. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the local government unit of san andres, quezon, now invites bids for the above procurement project. delivery of the goods must be completed within forty-five (45) calendar days from the receipt of the notice to proceed. bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii (instructions to bidders). 3. bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the revised implementing rules and regulations (irr) of republic act (ra) no. 9184, as amended. a. bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided under the revised irr of ra no. 9184, as amended. b. only authorized bidders and their duly authorized representatives who attended the pre- bidding conference. attendance at the pre-bidding conference shall be allowed to participate in the public bidding conference. 4. prospective bidders may obtain further information from local government unit of san andres, quezon and inspect the bidding documents at the address given below during 8:00am-4:30pm monday-friday. 5. a complete set of bidding documents may be acquired by interested bidders from october 3, 2026 up to october 22, 2026, from the given address and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount one thousand pesos (₱1,000.00). the procuring entity shall allow the bidder to present its proof of payment for the fees in person. 6. the local government unit of san andres, quezon will hold a pre-bid conference on october 9, 2026 (9a.m.) at sb session hall, new municipal building, brgy. poblacion, san andres, quezon, which shall be open to prospective bidders. 7. only authorized bidders and/ or their duly authorized representative/s who attended the pre-bidding conference, and undergone the initial screening process shall be allowed to buy bidding documents, and shall be allowed to participate in the public bidding conference. 8. representatives of the bidders must submit special power of attorney, authorization letter, secretary’s certificate (whichever it may be applicable), together with letter of intent to join the bidding are required upon purchase of the bidding documents. 9. bids must be duly received by the bac secretariat through manual submission at the office address indicated b
