INTEGRATED AND RESILIENT URBAN DEVELOPMENT PROJECT FOR EMPLOYMENT (PRODUCE) CALL FOR EXPRESSIONS OF INTEREST FOR RECRUITMENT A SPECIALIST IN URBAN PLANNING FROM THE PRODUCE TOAMASINA PROJECT MANAGEMENT UNIT Country: MADAGASCAR FRIEND N : 019-2026 UCR/COGE Project: Integrated AND RESILIENT Urban Development Project FOR EMPLOYMENT (PRODUCE) Credit : IDA 80890 Launch date: OCTOBER 27, 2026 The Government of the Republic of Madagascar has received funding of 225 million USD from the International Development Association (IDA) for the Integrated and Resilient Urban Development Project for Employment (PRODUIRE) and intends to use part of this credit to finance the service contract of a Project Urban Planning Specialist from the Project Management Unit in Toamasina . The Project Development Objective (PDO) is to strengthen the climate resilience of urban communities, improve land administration and support employment in selected cities. The services of the consultant (“the services”) consist of, under the direct authority of the PMU Coordinator, the Urban Planning Specialist will have the main mission of: Design, supervise and coordinate the implementation of urban planning and post-Gezani resilient reconstruction activities. Ensure the integration of urban, climatic and social standards in all studies and infrastructure developed by the project in Toamasina. Ensure the alignment of activities with the environmental and social instruments of the World Bank as well as with the Malagasy legal framework. Ensure consistency between investments financed by the project, urban and territorial planning documents, as well as national guidelines in terms of land use planning and urban governance. Ensure technical coordination with the project Land Specialist in order to guarantee consistency between urban development and restructuring operations
