Invitation to bid / request for expression of interest the municipality of allacapan, through its bids and awards committee (bac), invites suppliers/distributors/contractors to apply for eligibility and to bid for the hereunder project: name of contract: purchase of coco-pot making machine with auto-cutter and decorticator machine brief description: for mho prescription approved budget for the contract (abc):php 1,700,000.00 the procurement shall be conducted through competitive bidding pursuant to republic act no. 12009 and its implementing rules and regulations (irr), using the most economically advantageous responsive bid (mearb) procedure. expendables criteria weight (%) price competitiveness 40% technical compliance 20% delivery & support 20% life-cycle costing 5% sustainability 5% supplier reliability 5% legal & documentary compliance 5% total 100% prospective bidders should have experience undertaking a similar project within the last two (2) years with at least 50% of the proposed project for bidding. the eligibility check/screening and the preliminary examination of bids shall use non-discretionary “pass/fail” criteria. post-qualification of the lowest calculated bid shall be conducted. the complete schedule of activities is listed, as follows: bac activities schedule 1. issuance of eligibility requirements/bid documents: october 07, 2026 2. pre-bid conference: october 14, 2026/9:00am 3. receipt of eligibility requirements: october 21,2026 /1:30 pm 4. submission/opening of bids: october 21, 2026 /02:00 pm the bac will issue the prospective bidder eligibility forms and bidding documents at the municipal hall, upon their payment of a non-refundable amount of php5000.00 to the municipal treasurer. prospective bidders shall submit the eligibility requirements and bid documents to the bac at the above-stated schedule and address. a bid security equivalent shall accompany all bids to 2% of the abc for cash, manager’s check, bank draft, an irrevocable letter of credit issued by a commercial or universal bank; and 5% of the abc for a surety bond. the municipality of allacapan assumes no responsibility to compensate or indemnify bidders for any expenses incurred in preparing their bid
