Works concession: Construction, management and operation of 4 indoor padel and/or pickeball courts

The Municipality wishes to develop the sporting offer on its territory. Not having the resources necessary for the creation and operation of Padel and/or pickelball courts, it intends to entrust this mission to an economic operator via the concession mechanism by granting a long lease right on municipal land located rue des XV Bonniers. The project aims to grant the design, construction, management and operation of 4 indoor Padel and/or pickelball courts (indoors) and its surroundings (parking, etc.). The project also includes the creation, management and operation of a cafeteria. Management will concern the maintenance and provision of Padel and/or pickelball courts with attractive time slots and advantageous rates in favor, in particular, of the inhabitants of the commune of Chastre. The operation will aim to develop infrastructure and equipment with a view to their influence outside municipal limits. In 2022, the Municipality commissioned a feasibility study for this project from an independent design office. The final report of this study is attached as an annex to these specifications. This report takes into account the wishes of the Municipality and aims to guide bidders in drafting their offer. However, this report is not exhaustive and does not bind bidders who may deviate from it by justifying their choice(s). The concessionaire must at all times demonstrate compliance with the rules, particularly technical and sporting, laid down both by SPW Infrastructures and by the international federations of Padel and pickelball. In any case, the commune of Chastre reserves the right not to grant this concession.
