Contract Description
Operations of the AGE Secretariat and support services for AGE Operations of the AGE Secretariat and support services for AGE
The 2015 Paris Agreement (PPA) agreed that 197 countries, including the European Union (EU) and Germany (D), would keep human-made global warming below 2°C and below 1.5°C, as much as possible, by the end of the century, as from the start of industrialization. To meet the PPA commitments, the EU has decided by Regulation (EU), 2021/1119, to become the first greenhouse gas neutral continent by 2050, in line with the objectives set out in Section 3 (2) of the CCC Climate Protection Act (CCC) to achieve net greenhouse neutrality by 2045.In the context of the EEC, the ETSs are designed to provide specific incentives for reducing emissions and to enable the achievement of climate targets in a planned and market-based manner. To achieve their full effect, such systems should be as broadly anchored, interconnected and internationally coordinated as possible. In 2000, the Federal Government, led by the Federal Ministry for the Environment, set up a permanent Greenhouse Effect Action Working Group on Emissions Trading (GET) to consult stakeholders on the introduction and development of emissions trading. The AGE has a permanent secretariat which coordinates and prepares the meetings, among other things, administratively. The AGE has 45 paying members and is responsible for providing a comprehensive assessment of issues arising from the use and development of emissions trading in the climate policy package and, where appropriate, for providing general recommendations on the development of this instrument. The EU Emissions Trading System (EU ETS) and the national fuel emissions trading system (NEFT) play an important role in providing examples and role models in the internal market. A continuous involvement of stakeholders in D is an important factor. The AGE is an appropriate forum for this task. The Commission has also adopted a proposal for a directive on the protection of the environment, which is a key component of the further development of the EU ETS, and which is also a pool of experts on emissions trading, which are requested by interested third countries.
