Hiring a specialized company to provide subscription licenses for rights to use software and solutions on the Microsoft platform, through the Enrollment for Education Solutions (EES) program, in the Software as a Service (SaaS) modality. Item 1 of the Terms of Reference is provided free of charge by the manufacturer and has a value of R$00.00. However, due to the impossibility of including an item in the system with a zero value, it was released with a unit value of R$00.01. The unit of measurement considered for inclusion of quantities in the system corresponds to 12 months, with the exception of item 5 in the Terms of Reference, which corresponds to the quantity that must be supplied during 12 months.
