Provision of consulting services under Article 166, Paragraph 1 of the Spatial Development Act during the implementation of the project CONSTRUCTION OF A CLINIC FOR LARGE ANIMALS AND TEACHING ACTIVITY IN UPI II-40, PLOT 85, MUNICIPALITY OF PORDIM, PLEVEN DISTRICT Provision of consulting services under Article 166, Paragraph 1 of the Spatial Development Act during the implementation of the project CONSTRUCTION OF A CLINIC FOR LARGE ANIMALS AND TEACHING ACTIVITY IN UPI II-40, PLOT 85, MUNICIPALITY OF PORDIM, PLEVEN DISTRICT
For the object CONSTRUCTION OF A CLINIC FOR LARGE ANIMALS AND EDUCATIONAL ACTIVITY IN UPI II-40, QUARTER 85, MUNICIPALITY OF PORDIM, PLEVEN DISTRICT, a complex project for investment initiative (CPII) within the meaning of Article 150, paragraph 1 of the Spatial Development Act has been developed. The complex project for investment initiative contains the following independent constituent parts: 1. Amendment to the Detailed Development Plan – Regulation and Development Plan (DDP-RDP) for the regulated land plot (RLP) II-40 For educational and social activity in quarter 85, according to the plan of the town of Pordim, municipality of Pordim, district of Pleven; 2. Investment project in the technical phase for a clinic for large animals and educational activity in RLP II-40 For educational and social activity in quarter 85, according to the plan of the town of Pordim, municipality of Pordim, district of Pleven. Pursuant to Article 150, paragraph 3 of the SDA, the parts of the complex project for investment initiative are approved simultaneously with the issuance of the building permit and are communicated according to the procedure of Article 149, paragraph 1 to the interested parties under Article 131 of the SDA. The subject of this public procurement contract is the award of specialized consulting engineering services to an independent contractor possessing professional qualification and practical experience in the assessment of the compliance of investment projects, the exercise of construction supervision within the meaning of the SDA, and the preparation of technical passports for buildings, with the aim of guaranteeing the lawful execution of construction works and the permitting of the use of the object, according to Article 166 and Article 168 of the Spatial Development Act (SDA) in scope and extent according to the requirements of the SDA and the relevant secondary legislative acts. The Contractor shall perform consulting engineering services for Part II of the CPII – Investment Project (Technical Project) for the object of construction of the University Hospital with Clinics – Clinic for Large Animals in RLP II-40, quarter 85, municipality of Pordim, district of Pleven. Specifically: 1. Performing an assessment of the compliance of the investment project in the technical phase within the meaning of Article 142, paragraph 6, item 2, paragraph 10 and paragraph 11 of the Spatial Development Act; 2. Exercising construction supervision during the execution of construction and installation works; 3. Preparing a final report to the Contracting Authority, according to Article 168, paragraph 6 of the SDA; 4. Preparing a technical passport of the object, according to Article 176a, paragraph 1 of the SDA and in the scope indicated in Article 4 of Ordinance No. 5 of 28.12.2006 on technical passports of buildings, issued by the Ministry of Regional Development and Public Works (MRDPW, promulgated SG, issue 7/2007). The aim of this public procurement contract is to select a legally capable consultant with a view to performing an assessment of the compliance of investment projects, exercising construction supervision during the execution of construction and installation activities, and updating the technical passports of buildings upon completion of construction. The results that must be achieved by the contractor of the public procurement contract are as follows: /1/ Assessed compliance of the investment project in the technical phase – in two stages: Stage 1 - construction of the University Hospital with Clinics – Clinic for Large Animals in RLP II-40, quarter 85, municipality of Pordim, district of Pleven. Stage 2 is the reconstruction of an existing building on the supplementary development. /2/ Exercised construction supervision during construction according to the SDA and other secondary legislative documents – only for Stage 1 construction of the University Hospital with Clinics – Clinic for Large Animals in RLP II-40, quarter 85, municipality of Pordim, district of Pleven. /3/ Prepared technical passports of the objects for which construction supervision was exercised during construction – only for Stage 1 construction of the University Hospital with Clinics – Clinic for Large Animals in RLP II-40, quarter 85, municipality of Pordim, district of Pleven. /4/ Final report to the Contracting Authority, according to the requirements of Article 168, paragraph 6 of the SDA, upon completion of construction and installation works for the object for which the contractor exercised construction supervision during construction.for the construction - only for Stage 1 the construction of a University Hospital with clinics - clinic for large animals in UPI II-40, plot 85, PorDim municipality, Pleven district. /5/ Commissioned facilities - only for Stage 1 the construction of a University Hospital with clinics - clinic for large animals in UPI II-40, plot 85, PorDim municipality, Pleven district.
