Republic of the philippines city of cagayan de oro bids & awards committee invitation to bid for concrete paving of road at zone 12, hilltop upper carmen; sn 97a - 2026 1) the city government of cagayan de oro, through the current appropriation, annual budget cy 2025, non office: economic services sector - infrastructure programs and projects - other development programs and projects - barangay empowerment programs and projects, intends to apply the sum of four million six hundred eighty one thousand three hundred eighty three pesos and 45/100 (php 4,681,383.45). being the approved budget for the contract (abc) to payments under the contract for concrete paving of road at zone 12, hilltop upper carmen; sn 97a - 2026. bids received in excess of the abc shall be automatically rejected at bid opening. 2) the city government of cagayan de oro now invites bids for concrete paving of road at zone 12, hilltop upper carmen; sn 97a - 2026. completion of the works required is eighty three (83) calendar days. bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders (itb). 3) bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the irr, otherwise known as the “new government procurement act (ngpa)”. bidding is restricted to filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines. 4) interested bidders may obtain further information from city government of cagayan de oro - bids and awards committee and inspect the bidding documents at the address given below during office hours of 07 october 2026 to 12:00 noon of 29 october 2026. 5) a complete set of bidding documents may be acquired by interested bidders on office hours 07 october 2026 to 12:00 noon of 29 october 2026 from the address below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of five thousand pesos (php5,000.00). the procuring entity shall allow the bidder to present its proof of payment for the fees by furnishing the bac with the original copy of the official receipt issued by the city treasurer’s office. it may also be downloaded free of charge from the website of the philippine government electronic procurement system (philgeps) and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6) the city government of cagayan de oro will hold a pre-bid conference on 15 october 2026; 2:00 p.m. at bids and awards committee conference room, 3rd floor administrative building, city hall, cagayan de oro city which shall be open to prospective bidders. 7) bids must be duly received by the bids and awards committee (bac) secretariat through manual submission at the address indicated below between 1:00 p.m. - 2:00 p.m. of 29 october 2026. late bids shall not be accepted. 8) all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16.
