1) the bases conversion and development authority (bcda), through its bcda corporate funds 2026, intends to apply the sum of thirty million pesos and 00/100 (php30,000,000.00), inclusive of vat and all other applicable government taxes, fees, and charges, being the approved budget for the contract (abc) to payments under the contract for supply, delivery, planting, installation, and maintenance of green fencing in new clark city. bids received in excess of the abc shall be automatically rejected at bid opening. 2) the bcda, through its bids and awards committee for goods invites bids for the supply, delivery, planting, installation, and maintenance of green fencing in new clark city using the procurement strategy. delivery of the goods shall commence on the date indicated in the notice to proceed, and is required within 240 calendar days. bidders should have completed within the last five (5) years from the date of submission and receipt of bids, contracts similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3) bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the implementing rules and regulations (irr) of republic act (r.a.) no. 12009. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least 60% interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4) interested bidders may obtain further information from bcda and inspect the bidding documents at the address given below during business hours from 8:00 am – 5:00 pm and/or at the bcda website (https://bcda.gov.ph/bids). 5) a complete set of bidding documents may be acquired by interested bidders at the bcda corporate center, 2nd floor bonifacio technology center, 31st street corner 2nd avenue, bonifacio global city, taguig city, on 03 october 2026 to 25 october 2026 from 8:00 am to 5:00 pm, except saturdays, sundays and holidays, and until 9:00 am on 26 october 2026 from upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of twenty-five thousand pesos only (php25,000.00). the procuring entity shall allow the bidder to present its proof of payment for the fees in cash or manager’s check. the bidding document may also be downloaded free of charge from the website of the philippine government electronic procurement system (philgeps) and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6) the bcda will hold a pre-bid conference on 13 october 2026 at 10:30 am at the bcda corporate center, 2nd floor bonifacio technology center, 31st street corner 2nd avenue, bonifacio global city, taguig city and/or through video conferencing via zoom, https://bcda-gov-ph.zoom.us/j/86566721412?pwd=zljy94algny9ihkcu9fn0zm2bt1syw.1 7) bids must be duly received by the bids and awards committee (bac) secretariat through manual submission at the address indicated below on or before 26 oct
