Description & Project Overview
TechnoServe Public Solicitation: Indonesia Edible Oil Market Landscape Study Reference Number: RQ11066 Region: USA & Global | Performance Location: USA & Global Published Date: Oct 14, 2026 | Due Date: Nov 08, 2026 Notice Type: Request for Proposals Selection Criteria: - Technical Proposal (40 pts) - Financial Proposal (30 pts) - Track Record and Industry Network (30 pts) Project Background: Millers for Nutrition (M4N) is a global initiative led by TechnoServe, working in partnership with millers, staple food processors, industry associations, and strategic fortification partners to strengthen large-scale food fortification across staple foods such as rice, wheat flour, and edible oil. The initiative focuses on improving the availability, quality, and sustainability of fortified staple foods by providing technical assistance, market development support, and linkages to high-quality inputs and markets. In Indonesia, M4N is supporting efforts to expand commercial (open market) availability of fortified rice, particularly through modern trade channels and institutional buyers like large boarding schools. TechnoServe, through Millers for Nutrition, invites proposals from qualified Indonesian research agencies to undertake a market study on edible palm cooking oil in Indonesia. To inform this research, the commissioned agency will be provided with background reference materials to inform its base knowledge. Non-Disclosure Requirement: All background studies provided by TechnoServe are strictly for internal grounding. The agency is strictly prohibited from quoting, citing, or disclosing internal report contents in any public or external deliverables. Scope of Work: The selected consultants will be responsible for developing a market landscape report on edible palm cooking oil in Indonesia, based on the following core research questions: 1. Regulatory Landscape & Policy Environment Provide a summary background on the key regulations regarding mandatory fortification & quality standards of cooking oil. Identify regulatory friction points, including industry concerns regarding import dependency on synthetic Vitamin A and legal liabilities surrounding post-factory Vitamin A degradation. Map government agencies responsible for testing, auditing, and enforcing fortification compliance (e.g., BPOM, Ministry of Industry, LSPro, Ministry of Trade). 2. CPO Allocation & International Trade Mechanics Quantify total national Crude Palm Oil (CPO) production and its macro-allocation across key demand pillars: Domestic Food Consumption, Biodiesel, Oleochemicals, Exports and other relevant categories. Understand the export of RBD Palmolein (Palm Cooking Oil) from Indonesia - how much quantity has been exported over the past 3 years, what are the major importing countries, is the export only in Bulk or there are exports in consumer packs also, if so, to which all countries and its volumes 3. Supply Chain & Fortification Integration Map the primary domestic distribution channels from refiners to end-users for three distinct oil categories: Premium Branded Packaged Oil, Subsidized Packaged Oil (Minyakita), and Bulk/Loose Oil. Identify the exact physical locations along the supply chain where Vitamin A fortification occurs (e.g., refinery vs. repackers). Evaluate technical and supply chain barriers affecting mandatory fortification compliance, including Vitamin A stability, degradation during storage/transport, and retention during cooking. Identify the government reporting and recording mechanisms – which platforms, which ministries run the platform, what is being reported and who reports the numbers. Provide an estimate of Vit A being imported in the country for the purpose of Palm cooking oil fortification 4. Market Sizing & Commercial Breakdown Determine the Total Market Size (by volume and monetary value) for Premium Branded Oil, Minyakita, and Loose/Bulk Oil. Profile the top 10 palm cooking oil producers, including their annual refining capacity, top brands, brand-wise production volumes/sales and domestic market shares for top 10 producers of branded packaged PCO, Minyakita and Bulk/Loose PCO. E-commerce retail shares should be provided if existing Should public data be unavailable, the agency should leverage their connections within the edible oil industry and provide estimates. Identify the top producers and primary distribution agents handling bulk/loose oil, including their estimated supply volumes. 5. End-User Demand Distribution Determine the estimated volumes and percentage share of cooking oil consumption across Households (B2C), Large-Scale Food Processing Industries (B2B), HORECA (Hotels, Restaurants, Catering), Street Food / Small Food Eateries, and other relevant categories. This classification should also be separated between packaged (branded premium and minyakita) and loose cooking oil consumption. Required Deliverables: Report on Edible Palm Cooking Oil Market Landscape in Indonesia Presentation Slides based on the report Key informant contact information and database. All materials are to be provided in English.
