POBLACION ZONE 1-oOo-CAPOOCAN BIDS AND AWARD COMMITTEEINVITATION TO BID forIMPROVEMENT / REHABILITATION OF BARANGAY COVERED COURT (PHASE 1)1. The BLGU POBLACION ZONE 1 CAPOOCAN, LEYTE, through the 20% D.F 2026 intends to apply the sum of TWO HUNDRED FORTY-NINE THOUSAND EIGHT HUNDRED TWENTY-FIVE PESOS AND 24/100 ONLY (Php249, 825.24) being the Approved Budget for the Contract (ABC) to payments under the contract for IMPROVEMENT / REHABILITATION OF BARANGAY COVERED COURT (PHASE 1). Bids received in excess of the ABC shall be automatically rejected at bid opening.2. The BLGU POBLACION ZONE 1 OF CAPOOCAN, LEYTE now invites bids for the above Procurement Project. Completion of the Works is required within 18 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from BLGU POBLACION ZONE 1 OF CAPOOCAN, LEYTE and inspect the Bidding Documents at the address given below from 8:00 am – 5:00 pm – Monday -Friday from November 1, 2026 – November 9, 2026. If not the proprietor, persons authorized by the supplier to purchase and drop bidding documents in his/her behalf, are required to submit a notarized authorization letter along with a valid identification.A complete set of Bidding Documents may be acquired by interested bidders on November 1, 2026 – November 9, 2026 from given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of FIVE HUNDRED PESOS ONLY (Php500.00). 5. The Procuring Entity requires the bidder to present its proof of payment for the fees in person and to provide its official e-mail address and a USB Flash Drive upon purchase of bidding documents. Interested bidders are likewise required to present a proof of enlistment in the Document Request List in the PhilGEPS website prior to purchase of bidding documents.6. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below, on or before November 9, 2026 at 8:30 am. Late bids shall not be accepted.7. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 8. Bid opening shall be on November 9, 2026 at 9:00 in the morning at the BLGU Poblacion Zone 1 Brgy. Hall Capoocan, Leyte. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 9. The BLGU POBLACION ZONE 1 OF CAPOOCAN, LEYTE reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 10.
