Republic of the philippines province of davao del sur municipality of matanao -ooo- 1. the local government unit of matanao utilizes the amount of one million two hundred fifty-four thousand five hundred fifty pesos & 00/100 (php 1,254,550.00) from 20% ldf fund for the procurement of materials for the repair and maintenance of infrastructure assets (road network-municipal road) matanao, davao del sur. the procurement is one (1) lot. the abc is one million two hundred fifty-four thousand five hundred fifty pesos & 00/100 (php 1,254,550.00) under project i.d no. 46-2026. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the local government unit of matanao now invites bids from eligible suppliers for the above procurement project. delivery of the goods is required twenty (20) calendar days upon effectivity of the notice to proceed. bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the project equivalent to fifty percent (50%) of the abc.the description of an eligible bidder is contained in the bidding documents, particularly, in section ii (instructions to bidders). 3. bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the implementing rules and regulations (irr) of republic act (ra) no. 12009. a. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4. prospective bidders may obtain further information from bac secretariat office, municipal hall, lgu matanao, davao del sur or contact through cell no. 0926-165-0540 or through email address lgumatanao_bacoffice@yahoo.com from 7:00 am – 6:00 pm during mondays to thursdays. 5. a complete set of bidding documents may be acquired by interested bidders on october 12-19, 2026 from the given address and website(s) below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of one thousand five hundred pesos (php 1,500.00). the procuring entity shall allow the bidder to present its proof of payment for the fees by attaching the certified machine copy of the official receipt of payment of the bidding documents. 6. bids must be duly received by the bac secretariat through manual submission at the office address indicated below. late bids shall not be accepted. 7. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 14. 8. bid opening shall be on october 20, 2026 01:00 p.m at bac secretariat office, lgu-matanao, davao del sur. bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 9. the local government unit of matanao reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with section 70 of the implementing rules and regulations (irr) of ra n
