Supply and Delivery of Construction, Architectural, Finishing & Related Materials for the Construction of Bulan Water District Office Building (under a Single Year Framework Agreement)

1) The Bulan Water District, through its Corporate Operating Budget (COB), intends to apply the sum of PHP 5,154,299 (Five Million One Hundred Fifty Four Thousand Two Hundred Ninety nine pesos) being the Approved Budget for the Contract (ABC) and the maximum aggregate ceiling for a Single Year Framework Agreement for the SUPPLY AND DELIVERY OF CONSTRUCTION, ARCHITECTURAL, FINISHING & RELATED MATERIALS FOR THE CONSTRUCTION OF BULAN WATER DISTRICT OFFICE BUILDING. Bids received in excess of the ABC shall be automatically rejected at bid opening. Prices quoted by bidders must likewise be within the applicable total cost per item indicated in the Framework Agreement List.2) The Bulan Water District, through its Bids and Awards Committee (BAC), now invites bids for the SUPPLY AND DELIVERY OF CONSTRUCTION, ARCHITECTURAL, FINISHING & RELATED MATERIALS FOR THE CONSTRUCTION OF BULAN WATER DISTRICT OFFICE BUILDING using a Single Year Framework Agreement as a procurement strategy pursuant to Section 16 of the IRR of RA No. 12009 and the applicable GPPB Guidelines on the Use of Framework Agreements. The Framework Agreement shall have a fixed period of one (1) year, as stated in the executed Framework Agreement. No minimum quantity or purchase is guaranteed. Materials shall be ordered only through Call-Offs as actual requirements arise based on the phases of construction and subject to the quantities, prices, delivery requirements, and other conditions specified in the Framework Agreement List3) Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a Single Largest Completed Contract similar to the Project with a value of at least fifty percent (50%) of the ABC, equivalent to PHP 2,577,149.50, adjusted to current prices using PSA consumer price indices where applicable. A similar contract means the supply and delivery of construction materials, hardware materials, waterworks-related construction supplies, or building materials for government or private clients.4) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. Considering the Procuring Entity’s limited storage capacity and phased construction requirements, bidders shall be capable of complying with the prescribed phased delivery schedule and Call-Off requirements specified in the Bidding Documents. Such requirements shall apply equally to all eligible bidders regardless of business location.For this procurement, the applicable bid award criterion shall be the Lowest Calculated Responsive Bid (LCRB).5) Interested Bidders may obtain further information from Bulan Water District BAC Secretariat and inspect the Bidding Documents at the address given below from 8:00 Am to 4:00 PM, Monday to Friday except Holidays at Bulan Water District Temporary Office, C. Gotladera Street, Zone 2, Bulan, Sorsogon.6) A complete set of Bidding Documents may be acquired by interested Bidders beginning October 27, 2026 until the deadline for submission of bids on November 16, 2026, at 09:00 AM from the BAC Secretariat upon payment of the applicable fee in the amount of PHP 10,000.00, subject to the latest GPPB guidelines. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, if available, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.7) The Bulan Water District will hold a Pre-Bid Conference on November 4, 2026, at 9:00 am at Bulan Water District Temporary Office Conference Room, C. Gotladera Street, Zone 2, Bulan, Sorsogon for Pre-Bid Conference, which shall be open to prospective Bidders. 8) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the Bulan Water District Temporary Office Conference Room on or before November 16, 2026, at 09:00 AM. Late bids shall not be accepted.9) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.10) Bid opening shall be on November 16, 2026, at 10:00 AM, BWD Conference room, C. Gotladera street, Zone 2, Bulan Sorsogon for bid opening. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.11) The Bulan Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
