The state of Saxony-Anhalt provides its universities with funds from the European Regional Development Fund (ERDF) to promote research and innovation. In this context, the preparation of a cost estimate (KVM) for the new construction project “Biobank and clinical research” must be commissioned in the ERDF funding period 2021-2027. The main planning goal is the realization of the construction project within the gross budget of EUR 17.7 million for cost groups 200 to 700. The funding period ends on December 31, 2027. The project, including the final report, must be submitted to the EU Commission by December 31, 2029. The current decree sets the administrative completion of the ERDF funding (audited final report, final letter from the IB, completion of data collection) on December 31, 2028. For this reason, the contractors performance obligations also include tracking costs and deadlines, on the first of each month. The property available for the planning investigations is on the grounds of the Magdeburg University Hospital and is currently covered by Building 30, which is yet to be demolished. The floor space available for planning is approximately 2,150 m². The usable area according to the approved building application is approx. 1,154 m². The basis for the planning is the building application according to RLBau from 07/2024. According to a resolution dated December 9, 2024, the city council of the state capital Magdeburg decided to draw up development plan No. 407-4 “University Hospital”. Coordination during construction is therefore absolutely necessary. The application of BIM in all planning disciplines is absolutely necessary for the project. To ensure efficient planning and implementation, the client commissions an external BIM coordinator. The CAD specifications of the University Hospital Magdeburg A.ö.R. including all guidelines must be fully implemented. The application of the CADCAFM specifications BLSA is no longer applicable for this measure. For the ERDF funding period 2021-2027, climate compatibility is a fundamental entry requirement and must be guaranteed and proven as part of the implementation of the construction project.
