Surveillance

The object of the contract is the performance of surveillance services covering all sites of the Contracting Authority, including the following services: • Static surveillance; • Mobile surveillance; • Virtual rounds; • Monitoring services and alarm management; • Interventions after alarm. The services must be carried out on 3 operating sites and 39 technical sites, all located in the 19 municipalities of the Brussels Capital Region. The contract is not divided into lots. The purpose of the assignment is to conclude a framework agreement according to the cascade principle with the two best ranked Tenderers based on the award criteria. Only the tenderer ranked first according to the award criteria will be considered the “active” contractor. The other tenderer (ranked second) will be considered as a “reserve” contractor. His contract can only be activated in the event of default by the active contractor. In this context, the contracting authority, in compliance with public procurement regulations, reserves the right to call on the reserve contractor that has submitted the second most economically advantageous tender based on the award criteria of the framework agreement (cascade principle). Consequently, the defaulting contractor will, in accordance with the ex officio measures provided for in the Royal Decree of 14/01/2013 establishing the general implementation rules for government contracts, have its contract for the framework agreement in question terminated for the remaining duration of the framework agreement. The object of the march is the execution of the maintenance procedures of the ensemble of the sites of the Pouvoir Adjudicator, comprenant of the maintenance procedures: • Gardiennage statique ; • Gardiennage mobile ; • Lessons in virtuelles ; • Monitoring and alarm monitoring procedures; • Interventions après alarme.
