Invitation to bid bid no. b-181-2026 1) the provincial government of negros oriental, through the source of fund: sp res. #1031-2025 ao #23, series of 2025, 20% df, capital outlay (300)/ responsibility center: 8918-043(26) intends to apply the sum of two million nine hundred forty thousand pesos (php 2,940,000.00) being the approved budget for the contract (abc) to payments under the contract to hire contractor to provide materials, labor and equipment for the “rehabilitation and improvement of road with rcpc culvert at proper barangay obat, municipality of santa catalina, negros oriental”. bids received in excess of the abc shall be automatically rejected at bid opening. 2) the provincial government of negros oriental now invites bids for the above procurement project (pls. see scope of works on page 60). completion of the works is required 73.25 calendar days. bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders (itb). 3) bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the irr, otherwise known as the “new government procurement act (ngpa)”. bidding is restricted to filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines. 4) interested bidders may obtain further information from office of the bac secretariat and inspect the bidding documents at the address given below during office hours from 8:00am to 5:00pm (monday to friday). 5) a complete set of bidding documents may be acquired by interested bidders on october 8, 2026 to october 28, 2026 up to 1:00 in the afternoon from the address below and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of three thousand pesos (php 3,000.00). it may also be downloaded free of charge from the website of the philippine government electronic procurement system (philgeps) and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6) the bids and awards committee will hold a pre-bid conference on october 15, 2026 at 2:00 in the afternoon at the bac conference room, ground floor, convention hotel, capitol area, dumaguete city and/or through video conferencing or webcasting via google meet, which shall be open to prospective bidders. 7) bids must be duly received by the bids and awards committee (bac) secretariat through manual submission at the office address indicated below on or before october 28, 2026 at 1:00 in the afternoon. late bids shall not be accepted. 8) all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. 9) bid opening shall be on october 28, 2026 at 1:30 in the afternoon, bac conference room, ground floor, convention hotel, capitol area, dumaguete city and/or through video
