PROCUREMENT OF COMPREHENSIVE IN-HOUSE CATERING, ADVOCACY TOKENS, RECOGNITION AWARDS, AND BANNERS PACKAGE (1 LOT) FOR THE BARANGAY GENDER SENSITIVITY, VAWC PREVENTION, AND SAFE SPACES ACT (RA 11313) MAINSTREAMING ORIENTATION**1. The **Barangay Government of Gun-ob, Lapu-Lapu City**, through the **5% Mandatory Gender and Development (GAD) Fund CY 2026**, intends to apply the sum of **THREE HUNDRED THOUSAND PESOS ONLY (PHP 300,000.00)** being the Approved Budget for the Contract (ABC) to payments under the contract for the *"Procurement of Comprehensive In-House Catering, Advocacy Tokens, Recognition Awards, and Banners Package (1 Lot) for the Barangay Gender Sensitivity, VAWC Prevention, and Safe Spaces Act (RA 11313) Mainstreaming Orientation"*. Bids received in excess of the ABC shall be automatically rejected at bid opening.2.Delivery of the Goods and execution of services are required **within the month of December 2026** at the Barangay Gun-ob Multi-Purpose Hall. Bidders should have completed, a Single Largest Completed Contract (SLCC) similar to the project equivalent to at least twenty-five percent (25%) of the ABC pursuant to the Implementing Rules and Regulations of Republic Act No. 12009\. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders).3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary "pass/fail" criterion as specified in Republic Act No. 12009, otherwise known as the **New Government Procurement Act (NGPA)**, and its Implementing Rules and Regulations (IRR). Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.4. * Prospective Bidders may obtain further information from the **BAC Secretariat of Barangay Gun-ob** and inspect the Bidding Documents at the address given below during office hours from **8:00 AM to 5:00 PM**, Mondays to Fridays.5.* A complete set of Bidding Documents may be acquired by interested Bidders starting **October 29, 2026** until **November 11, 2026, at 12:00 NN** from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of **FIVE HUNDRED PESOS ONLY (PHP 500.00)**. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through official electronic receipt.6. * **No Pre-Bid Conference shall be conducted for this procurement project** pursuant to Section 13 of Republic Act No. 12009 and its IRR, as the Approved Budget for the Contract (ABC) is below One Million Pesos (PHP 1,000,000.00) and the technical specifications are standardized and non-complex. Prospective bidders may submit written requests for clarification to the BAC Secretariat at least ten (10) calendar days prior to the deadline for the submission and receipt of bids.7.* Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before **November 11, 2026, at 12:00 NN**. Late bids shall not be accepted.* All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 14, or a notarized **Bid Securing Declaration (BSD)**.8. * Bid opening shall be conducted on **November 11, 2026, at 1:00 PM** at the **3rd floor, BAC Office, Gun-ob Multi-Purpose Building, Barangay Gun-ob, Lapu-Lapu City, Cebu**.
