When the project is implemented, the sponsor will commission one of the prize winners to carry out further planning services (at least elaboration of service phases 1 to 5 § 34 HOAI / building planning), taking into account the recommendations of the jury, unless there is an important reason against the commission. It is intended to also commission service phases 6 to 8. § 51 HOAI / structural planning, unless there is an important reason that conflicts with the commission. It is intended to also commission service phase 6. A step-by-step and section-by-section commissioning is planned. The decision on further planning steps ultimately rests with the city council.
