The direct procurement applies to the Etelä Tuusula winter maintenance contract areas E1 Maantiekylä, E5 Riihikallio, E8 Paijala, E9 Mattila and T11 Isot tiet. The original service provider of the areas in question has announced immediately before the start of the winter maintenance season that it is unable to fulfill its obligations according to the contract. According to the procurement unit's assessment, it is not a force majeure, but rather the inability of the service provider to fulfill its obligations under the contract. The municipality has a statutory obligation to take care of the maintenance of streets and other public areas and traffic safety.
