Any request for clarification must be submitted in SEAP (http://www.e-licitatie.ro/pub). Any interested economic operator has the right to request clarifications/additional information in relation to the award documentation 22 days before the deadline set for the submission of offers. The contracting entity will respond clearly and completely to all requests for clarifications/additional information regarding the award documentation on the 12th day before the deadline for submission of offers. The contracting entity will not respond to clarification requests sent after the established deadline. The activity of the Contractor/Supervisor is that of supervising, as Supervisor, the design and execution of works in accordance with the provisions of GD no. 1/ 2018 for the approval of general and specific conditions for certain categories of purchase contracts related to investment objectives financed from public funds. The Contractor/Supervisor will ensure that the Technical Project is developed according to the legal regulations in force, respecting all the stages of GD no. 907/2016 regarding the elaboration stages and the framework content of the technical-economic documentation related to the investment objectives/projects financed from public funds, with subsequent amendments. As part of the consultancy and supervision service in the field of execution management and for the verification of the execution of construction works and installations related to the objective of Electrification and rehabilitation of the railway line Cluj Napoca - Oradea - Episcopia Bihor, the Contractor will carry out coordination, consultancy and supervision activities. The supervised works are located and will be reLot 4 - Alesd - Hungarian border between km 620+430 - km 660+000 - km 7+088, between Cap Y Station Alesd and Frontieră Hungary. The project for the modernization of the mentioned railway section includes: • Improvement of the traffic speed to values between 120 km/h and that of 160 km/h on the entire section; • Construction/Modernization of the electrification facilities along the entire length of the section (25 kV); • Ensuring interoperability through the implementation of ITS, especially regarding the loading gauge (C), the length of the stations and the facilities for the disabled; the repair of the drainage system, the construction of maintenance roads along the railway (where there are no public roads), the construction of pedestrian walkways and/or tunnels, the installation of sound-absorbing panels and/or alternative noise reduction solutions in the stations of the ERTMS safety system (ETCS level 2 + GSM-R); • Modernization of telecommunications equipment.
