Republic of the philippines province of iloilo municipality of carles invitation to bid 1.0 the municipal government of carles, province of iloilo through its annual budget appropriations (realignment/reprogramming cy 2026 5% drrm fund) intends to apply the sum of one million two hundred thirteen thousand nine hundred forty pesos only (php 1,213,940.00) being the approved budget for the contract (abc) to payments under the procurement of smart house with complete amenities and rescue equipment and supplies, installation and hauling. bids received in excess of the abc shall be automatically rejected at bid opening. 2.0 the municipal government of carles - bids and awards committee now invites bid for the procurement of smart house with complete amenities and rescue equipment and supplies, installation and hauling). completion of the delivery of goods is required within ten (10) calendar days. bidders should have completed, within the last ten (10) years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii – eligibility documents (instructions to bidders). 3.0 bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criterion as specified in the 2025 revised implementing rules and regulation (irr) of republic act (ra) no. 12009. bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2025 revised irr of ra no. 12009. 4.0 prospective bidders may obtain further information from bids and awards committee of the municipal government of carles and inspect the bidding documents at the address given below during mondays to fridays from 8:00 a.m. to 5:00 p.m. 5.0 a complete set of bidding documents may be acquired by interested bidders on october 21, 2026 from the given address and website below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of five thousand pesos (php 5000.00). the procuring entity shall allow the bidder to present proof of payment for the fees in person. 6.0 the municipal government of carles - bids and awards committee will hold a pre-bid conference on october 08, 2026, 10:00 o’clock a.m., at conference room of the mayor's office which shall be open to prospective bidders. 7.0 bids must be duly received by the bac secretariat through manual submission at the office address indicated below, on or before october 21, 2026, 9:00 a.m. late bids shall not be accepted. 8.0 all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 14. 9.0 bid opening shall be on october 21, 2026, 9:30 a.m. at the given address below. bids will be opened in the presence of the bidders' representatives who choose to attend the activity. 10. the municipal government of carles reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2025 revised irr of ra no. 12009, without thereby incurring any liability to the affected bidder or bidders. 11.0 for further information, please refer to: chr
