Contract Description
National application of the Social Insurance Company (EESSI - Electronic exchange of social security data) National application of the Social Insurance Company (EESSI - Electronic exchange of social security data)
The subject of the contract is application support for the performance of electronic social security data exchange (EESSI) for end users in the relevant institutions, the so-called National application of the Social Insurance Agency (hereinafter referred to as NASP). EESSI are required to be implemented by the states of the European Economic Area and the Swiss Confederation by 3 July 2019 based on Article 4 paragraph 2 of Regulation (EC) No. 987/2009 of the European Parliament and Council of 16.9.2009, which establishes the procedure for the implementation of Regulation (EC) No. 883/2004 on coordination of social security systems. This obligation is enshrined for an indefinite period. Each participating relevant social security institution solves the National Application (hereinafter referred to as NA) with its own means, except for the central state administration bodies managing special social security systems for special categories of persons (e.g. soldiers, policemen,...) which, due to the low number of submissions, they plan to use to access the EESSI NASP, as procedurally the procedures are identical. RINA (Reference Implementation of National Application) is a sample NA developed and supported by the European Commission (EC), it contains all EESSI(122) processes for member states (including all exchanged documents), which can use this solution as a whole or any part of it in a member state free of charge. NASP will use the management of proceedings and documents in RINA in its scope according to the description of the subject of the contract, while the web portal in RINA will be replaced by its own solution with integration to existing parts of IS SP and reference registers, i.e. register of natural persons (RFO), register of legal persons (RPO) and register of addresses (RA). This will create a tailor-made solution for the requirements of the social insurance departments (SP) with the greatest possible degree of automation. NASP will support the automatic filling of documents, the specific circulation of documents according to the requirements of relevant departments and the automatic allocation of cases coming from abroad (intelligent routing). A NASP solution will be created for the performance of EESSI substantive SP departments in the sectors of pension insurance and insurance premium collection, unemployment insurance and debt collection, other SP departments will use the RINA application for their needs. The national part of NASP is the subject of this contract, which consists of: (i) implementation of NASP application software, (ii) technical support of NASP and maintenance of NASP operation for 60 months, and (iii) development of NASP for 60 months. A detailed definition of the subject of the contract is part B.1 and part B.2 of these tender documents, which are published in the profile of the public contracting authority on the portal www.uvo.gov.sk and on the portal www.evo.gov.sk.
