description
the u.s. department of the treasury, departmental offices & enterprise procurement branch, treasury common services center - acquisition services, intends to award a sole source contract to thundercat technologies for a subscription to a commercial-off-the-shelf specialized threat intelligence tool to support the defense and operational resilience of the nations critical financial infrastructure for the treasury’s office of the office of cybersecurity and critical infrastructure protection (occip).
this requirement is for timely, relevant, and actionable intelligence from primary-source, open-source, deep-web, dark-web, illicit-marketplace, messaging, and geospatial sources. the solution must support financial fraud detection and loss tracking, cyber threat actor tracking, vulnerability exploitation contextualization, cyber and physical incident monitoring, geospatial situational awareness, investigations, alerting, and informed decision-making through flashpoint ignite.
the government has determined that thundercat technologies is the only source capable of meeting the governments requirements because thundercat developed and owns the propriety and patented hardware, software, and algorithms that are used in the required products and support the services specifically required for this acquisition.
the anticipated award is for a base period of 12-months, with four (4) option period(s).

this notice is not a solicitation or a request for competitive quotations or proposals. however, responsible sources that believe they can provide the required supplies or services may submit a capability statement demonstrating their ability to meet the governments requirements.
capability statements must include sufficient technical information to determine whether the interested party can satisfy the governments requirement without substantial duplication of cost or unacceptable delays.
responses shall include:
1. company name and address;
2. size of company (number of personnel, total revenue, ownership, parent corporation, etc.);
3. unique entity identifier (uei)
4. company point(s) of contact including name, phone number, address, and email; length of time in business;
5. geographic presence;
6. company experience in providing valuation services to government or commercial entities;
7. provide any pertinent information that will assist us in this assessment.
8. contract number and value/capacity; and
9. available strategic contracts (e.g., gsa, indefinite delivery indefinite quantity (idiq) contract allowing decentralized ordering, etc.). please identify type of “ordering” contract (e.g., gsa multiple award schedule, gsa professional service schedule, etc.).
responses received by the specified deadline will be evaluated solely to determine whether a competitive procurement should be conducted.
