ANRSPS - UT 430, acting as contracting authority, intends to acquire products including accessory services of assembly/installation, commissioning, training, service, maintenance, with turnkey delivery, both in its own name and on behalf of UT 140 and 440, for the implementation of the investment objective: Installation for measurement/alarm of petroleum product level drop in tanks - 3 units. By turnkey delivery is understood: the design of each installation, including verification of designs, the execution of the public procurement contract which includes the operations of: supply of products including accessories necessary for assembly/installation, execution of assembly/installation and equipment configuration works, provision of management and control software products, commissioning and performance of functional tests, provision and supply of computing equipment, management and control software, monitoring and visualization solution via secure virtual private networks (VPN) without internet access, as well as the SCADA-type remote monitoring and control application according to the ISA-95 model (IEC 62264); training of beneficiary personnel, service, maintenance, as well as any other operations necessary to be performed for the commissioning of the installations subject to the acquisition and ensuring their integration within the installations they serve. The minimum requirements that the supplied product must meet are mentioned in the content of the specifications (see Annex 1 to the specifications). All technical requirements are minimum and mandatory. All offered products and accessory materials composing the installations must be new and unused and must comply with the requirements of specific quality standards. Likewise, all accessories pertaining to the normal functioning of the installation will be delivered, regardless of whether they were expressly requested or not. Maintenance/technical support operations requested during the warranty period as an accessory: - During the warranty period, product maintenance will be ensured by the Contractor or through specialized units in Romania, authorized/approved by the Contractor. - The Contractor undertakes to remedy free of charge all defects appearing in the operation of the supplied equipment and accessories composing the installation and which are not attributable to the user, including all transport costs pertaining to these remedies. In these cases, the warranty period is extended by the period during which the installation could not be used. If repair/remedy of the appeared deficiencies is not possible, the Contractor is obliged to replace the parts/components/subassemblies presenting defects with new ones, the warranty period ensured for the product will be the remaining one. The necessary quantities pertaining to equipment, instruments, materials, accessories to be supplied and which will compose the Installation for measurement/alarm of petroleum product level drop in tanks – 3 units which must serve a number of 57 petroleum product storage tanks and function as a contactless radar system, which is the object of the acquisition, will be established by interested bidders in relation to the proposed technical solution and the technology to be used.
