Romania – Construction work for school buildings – Framework agreement - Extension, consolidation, modernization, increase in energy efficiency of public buildings, intended for the education process, as well as other public buildings/properties within the radius of Sector 4 of the Municipality of Bucharest

One of the priorities of the territorial administrative subunit Sector 4 of the Municipality of Bucharest is the investment in education, as part of the public policies carried out at its level. Sector 4 of the Municipality of Bucharest intends to carry out a large investment program in education and the educational process, starting from the improvement and rehabilitation of the educational infrastructure, as an important part of this process. In establishing this necessity, the following were taken into account: - Europe 2020 Strategy - National Strategy for Reducing Early School Leaving - National Strategy for Education Infrastructure - National Strategy for Tertiary Education - National Strategy for Lifelong Learning - National Strategy for Competitiveness - National Strategy for Research, Development, Innovation - National Strategy for Promoting Social Inclusion and Combating Poverty, - The strategy regarding the inclusion of Romanian citizens belonging to the Roma minority, - The 2014-2020 Regional Development Plans, Thus, starting from the desired implementation of its public policies, at the level of the territorial administrative subunit, the need to carry out expansion, consolidation, modernization, and increase the energy efficiency of public buildings intended for the education process within the radius of Sector 4 of the Municipality of Bucharest arose, whose volume is not fully known at the initiation of this award procedure. The object of this procurement is the signing of a Framework Agreement, which will establish the terms, conditions as well as the legal, financial, technical and administrative framework for the award of subsequent Contracts, in order to ensure that the Bidders, in conditions of safety, operability and financial efficiency, execute the works described in the specifications. The duration of the subsequent contracts concluded during the validity period of the framework agreement may exceed the duration of the framework agreement and extends until the complete completion of the activities that constitute their object, taking into account any forms of extension, the period for remedying defects, etc. The description of the activities is available in the Specifications.
