The 220/110/20 kV Ghizdaru electrical substation is located in Stănești commune, Giurgiu county. It was put into operation in 1974 and represents an important node of the National Energy System, both in terms of supplying electricity to the E-Distribuție Muntenia distribution network in the area, but also to allow the connection of new electricity producers to the system. The passage of time, the completion of the life span, have led to increased physical and moral wear and tear of the secondary and partially primary elements related to the equipment in the station as well as those related to the internal services. During the operation of the station, a series of malfunctions resulted, which led to high expenses and low performance from a technical point of view. From the point of view of protections and secondary circuits, there have been erroneous functionings of the protections or defects in the secondary circuits that have determined repeated interventions by the maintenance and maintenance personnel. For these reasons, it is necessary to modernize the protective installations from all elements (220kV, 110kV, 20kV and internal services), but above all the creation of a modern SCADA system, in accordance with the latest NTIs of Transelectrica, which will ensure the telecontrol of the entire station from the level of the Telecontrol Center of STT Bucharest and the central and territorial dispatch centers, in order to meet the current functional and operational safety requirements of SEN. The purpose of the contract is to provide products, services and works necessary for the implementation of the contract Modernization of the command - control - protection - metering system 220 kV, 110 kV, in the 220/110/20 kV station and medium voltage re-engineering and internal services d.c., a.c. in the 220/110/20 kV Ghizdaru station. Within the contract, all the products (equipment, materials) will be supplied, the services will be provided (design, engineering, configuration, parameterization, testing, training, integration, etc.) and the installation work necessary to put the new products into operation will be performed, in accordance with the requirements of the Specifications. In summary, the following are included in the scope of the project: - the replacement of 4 sets (4 x 3 single-phase pieces) of 220 kV separators with two CLPs, as follows: SB 1 (CT cell), SL (LEA Turnu Măgurele cell), SAT (AT1 cell), SL (LEA Bucharest Sud 2 cell). -installation of connection boxes for current/voltage measurement transformers, in all 220 & 110 kV cells, where none existed in the existing situation, -renovation of the 20 kV station, including adaptation and rehabilitation of the 20 kV connection building -renovation of the own d.c.c.a services system -modernization of the control, control, measure protection system at all voltage levels -construction works in the outer station -construction and installation works in the command block building, as well as in the Diesel group building -temporary -works in the end stations.
