The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section 52.4.1.3, Instruction to Bidders.The Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” as specified in the Implementing Rules and Regulations (IRR) of the Republic Act (RA) 12009, otherwise known as the “New Government Procurement Reform Act”.
