(see section 52.4.2.4 of irr of ra 12009). the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders (itb). 3. bidding will be conducted through competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the irr, otherwise known as the “new government procurement act (ngpa)” through the “most economically advantageous responsive bid (mearb)” criteria of award. bidding is restricted to filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines. 4. interested bidders may obtain further information from nia-upriis, dam and reservoir division and inspect the bidding documents at the address given below from 8:00 am to 5:00 pm. interested bidders are required to submit philgeps document request list along with two (2) valid ids of the authorized managing officer indicated in the submitted company profile/crc. updated class “a” documents, financial statements and technical documents (dti, mayor’s permit, tax clearance, audited financial statement and on-going projects) shall also be submitted and presented to the nia-upriis-drd bac secretariat upon availment of the bidding documents for eligibility check screening. 5. a complete set of bidding documents may be acquired by interested bidders on october 8, 2026, from given address below brgy. fatima, pantabangan, nueva ecija and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of php 25,000.00. it may also be downloaded free of charge from the website of the philippines government electronic procurement system (philgeps), provided that the bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6. t
