Contract Description

Gardening and repair of ESBERN SNARE Gardening and repair of ESBERN SNARE
On 25 August 2026, an oil leak was detected on the frigate ESBERN SNAREs starboard propeller, causing a large loss of oil. The leak is a sudden technical error, and a diver has subsequently been down to inspect the extent of the damage. The ongoing leakage entails a concrete and increasing risk of consequential damage to other components, for which spare parts cannot necessarily be procured, which could result in significantly more extensive and long-lasting repairs and an extended operational unavailability for the ship. During the relevant period, ESBERN SNARE is bound by an operational task with a high priority. An extended operational unavailability of the ship is incompatible with the Norwegian Armed Forces current operational obligations. The acquisition includes one (1) dock stay with an expected duration of approx. five (5) working days with a view to rectifying the detected oil leak and carrying out other necessary maintenance tasks. Under normal circumstances, the acquisition would be carried out as a mini-tender under LOT 1 of the P-ship agreement. Given the urgency, however, it has not been possible to meet the set deadlines for a mini-tender or for a limited tender and a negotiated tender with prior publication of a tender notice. On this basis, FMI has carried out the procurement as an adapted competition postponement based on Article 28, paragraph 1 of the Defense and Security Directive. 1, letter d. The competition is carried out among the suppliers on LOT 1 of the P-ship agreement, which in the relevant period have had the necessary dock capacity to receive a frigate. A supplier on LOT 1 did not have the necessary dock capacity in the relevant period and was therefore unable to participate in the tender. The acquisition was carried out on the LOT 1 agreement terms, and the award was made on the basis of the lowest price. FMI has entered into a contract with Fayard A/S, CVR no. 33824114 on the execution of emergency vaccination of ESBERN SNARE.
