The Municipality of Hengelo has, on the basis of Article 35 paragraph 1 and paragraph 3 of the Participation Act, established an exclusive right in favor of Menzis N.V. to offer collective health insurance (Municipality Policy) for minimum wage. On the basis of this exclusive right, the concession for the Gemeentepolis is awarded to Menzis for a period of five years, until December 31, 2031 at the latest. Pursuant to Article 2a.14 of the Public Procurement Act 2012, this concession contract is exempt from the tender obligation, as the contract is awarded to a party with an exclusive right. There is therefore no legal obligation to announce. This announcement is nevertheless published voluntarily as a transparency measure. Interested parties who do not agree with this intended award can submit this to the court within twenty calendar days after the publication date. The estimated value of the concession is €19,195,470.43 for the full term of five years. This value is calculated by BS&F based on the premium, the number of participants and the term of the agreement. The assignment concerns offering collective health insurance (Municipal Policy) to residents of the municipality of Hengelo with a low income, little assets and high healthcare costs, in the context of special assistance under Article 35 of the Participation Act.
