គណៈកម្មាធិការសម្របសម្រួលជំនួយមូលនិធិសកល (CCC) ត្រូវបានបង្កើតឡើងក្នុងឆ្នាំ២០០៣ ដើម្បីសម្របសម្រួលសកម្មភាពនានាដែលគាំទ្រដោយមូលនិធិសកលនៅកម្ពុជា។ តួនាទីចម្បងរបស់គណៈកម្មាធិការនេះគឺប្រមូលផ្តុំភាគីពាក់ព័ន្ធមកពីពហុវិស័យ ដើម្បីរៀបចំ និងដាក់សំណើសុំថវិកាទៅកាន់មូលនិធិសកល ដែលស្របទៅនឹងផែនការយុទ្ធសាស្ត្រជាតិប្រយុទ្ធនឹងជំងឺអេដស៍ របេង គ្រុនចាញ់ និងអាទិភាពក្នុងការពង្រឹងប្រព័ន្ធសុខាភិបាល និងប្រព័ន្ធសហគមន៍ (HSS/CSS)។ លើសពីនេះ គណៈកម្មាធិការក៏មានតួនាទីតែងតាំងអ្នកទទួលជំនួយផ្ទាល់ (Principal Recipients - PRs) មួយ ឬច្រើន ដែលនឹងទទួលខុសត្រូវលើការអនុវត្តជំនួយឥតសំណង និងជ្រើសរើសអ្នកទទួលជំនួយបន្ត (Sub-Recipients) ដែលនឹងចូលរួមក្នុងការអនុវត្តគម្រោង ប្រសិនបើសំណើសុំថវិកាត្រូវបាន អនុម័ត ព្រមទាំងត្រួតពិនិត្យអ្នកទទួលជំនួយផ្ទាល់ (PRs) និងការអនុវត្តកម្មវិធីដែលផ្តល់ហិរញ្ញប្បទានដោយជំនួយឥតសំណងពីមូលនិធិសកល តាមរយៈគណៈកម្មាធិការត្រួតពិនិត្យ អចិន្ត្រៃយ៍មួយ។
