Furthermore, TNS intends to establish a Master Services Agreement (MSA) with a qualified laboratory in Indonesia to provide testing services on an as-needed basis. This MSA establishes the general technical requirements and service standards applicable to laboratory testing assignments. The specific samples, product matrices, testing parameters, quantities, countries, applicable standards, turnaround times, deliverables, and costs for each assignment will be established in an individual Task Order issued under the MSA. Important: The MSA does not guarantee a minimum quantity or value of services. Objective The objective of this MSA is to establish a reliable mechanism through which TNS may obtain accurate, timely, and quality-assured laboratory testing services for fortified food products and related materials. The test results will support TNS's assessment of whether submitted samples comply with applicable national fortification and food-safety standards. Scope of Work: Anticipated Product Matrices and Testing Parameters The laboratory must have the technical capability to analyze the product matrices and parameters listed below, as applicable. The exact requirements for each assignment will be specified in the applicable Task Order. Category Anticipated Requirements Product matrices Premixes and fortificants; fortified and unfortified food products; edible oil; wheat flour; maize flour; rice; sugar and other related food products identified in a Task Order. Food Safety Parameters Aflatoxins, peroxides, other required parameters. Minerals Iron, zinc, calcium, and potassium. Vitamins Vitamins A, B1, B2, B3, B6, B9, and B12. Additional parameters Other Task Order parameters supported by the laboratory's technical capability. Scope of Work Under this MSA, the laboratory shall provide the following services on an as-needed basis: Receive, register, store, manage, and test samples submitted by or on behalf of TNS. Conduct the requested analyses using appropriate, validated, and internationally recognized analytical methods suitable for the relevant product matrix. Test each sample against the applicable national fortification or food-safety standard identified in the applicable Task Order. Report test results using the measurement units specified in the applicable national standard. Results must be presented directly in the required units to avoid subsequent unit conversion. Maintain appropriate sample-management and chain-of-custody procedures from sample receipt through testing, storage, and disposal. Provide instructions and technical support regarding sample collection, packaging, labeling, preservation, shipping, cold-chain requirements, and customs clearance, where applicable. Complete testing and submit final results within the turnaround time agreed upon for each assignment. Promptly notify TNS of any actual or anticipated delay, including the reason for the delay and a revised expected completion date. Notify TNS of any issue that may affect the condition of a sample or the reliability, accuracy, validity, or interpretation of the test results. Provide technical clarification regarding test results, analytical methods, measurement units, and applicable standards when requested by TNS. Conduct retesting or additional analysis of unclear, inconsistent, or questionable results in accordance with a procedure and cost agreed upon with TNS Required Deliverables: Task Order Process Services under the MSA will be authorized through an individual Task Order issued by an authorized TNS representative. Each Task Order will identify, as applicable: The country and program requesting the services; The product matrix and number of samples; Sample identification information; The parameters to be tested; The applicable national standard or reference; Required measurement units; Sample shipping, preservation, and handling requirements; Required reports, datasets, and other deliverables; The agreed turnaround time; The applicable rates and total authorized cost; TNS technical and administrative points of contact; and Any assignment-specific requirements. The laboratory shall not begin an assignment until the applicable Task Order is fully executed. Work performed without a fully executed Task Order may not be eligible for payment. If the laboratory is unable to perform a requested analysis, meet the required turnaround time, or comply with another assignment-specific requirement, it must notify TNS before accepting the assignment. Laboratory Qualifications and Quality Assurance Throughout the term of the MSA, the laboratory must: Be fully authorized, registered, and licensed to legally operate and conduct business within the territory of the Republic of Indonesia. Maintain valid ISO/IEC 17025 accreditation. Provide TNS with its current ISO/IEC 17025 accreditation certificate and corresponding scope of accreditation. Demonstrate current accreditation or recognized technical competence for the requested analyses, including, as applicable, aflatoxins; minerals such as iron, zinc, calcium, and potassium; and vitamins A, B1, B2, B3, B6, B9, and B12. Demonstrate that its accredited or validated analytical methods are appropriate for the applicable product matrices. Specifically, please provide accreditation for SNI 3751:2018 (Wheat Flour), SNI 7709:2019 (Palm Cooking Oil), SNI 9314:2024 (Fortified Rice Kernel/ FRK), and SNI 9372:2025 (Fortified Rice). Participate in relevant proficiency testing, inter-laboratory comparisons, or other recognized quality-assurance programs, where applicable. Maintain appropriate internal quality-control procedures to ensure the accuracy, reliability, traceability, and reproducibility of test results. Promptly notify TNS of any suspension, expiration, reduction, or other material change to its accreditation status or accredited scope. Deliverables and Reporting Requirements For each testing assignment, the laboratory shall provide: A clear, complete, and final signed laboratory report for each sample or approved group of samples; An electronic, structured dataset containing the test results in a format agreed upon with TNS; and Technical clarifications, supplemental explanations, or corrected reports when requested by TNS. Minimum Report Content Each laboratory report must include, at a minimum: Sample identification number or code; Product or sample matrix; Parameter tested; Analytical method used; Analytical result; Measurement unit specified in the applicable national standard; Applicable national standard or reference; A comparison of the result against the applicable standard, including whether the sample meets the specified requirement; Date of testing; Laboratory name and report identification number; Any relevant limitations, qualifications, or uncertainties affecting interpretation of the result; and The name, title, and signature of the laboratory's authorized representative. Turnaround Time and Delay Notification The laboratory shall provide its standard turnaround time for each available analysis. The specific turnaround time for each assignment will be confirmed in the applicable Task Order and will generally begin on the date the laboratory receives the samples in an acceptable condition. The laboratory shall deliver the required results by the agreed completion date and take reasonable measures to avoid unnecessary delays. Any actual or anticipated delay must be communicated promptly to TNS and include the reason for the delay and a revised expected completion date. Sample Management and Logistics The laboratory shall maintain documented procedures for sample receipt, identification, condition assessment, storage, preservation, testing, retention, and disposal. Where applicable, the laboratory shall provide clear instructions for cold-chain shipping and customs clearance. Upon receipt, the laboratory shall notify TNS promptly if a sample is damaged, improperly labeled, received outside the required temperature range, insufficient for the requested analyses, or otherwise unsuitable for testing. Confidentiality, Data Access, and Use of Results The laboratory shall maintain strict confidentiality regarding all samples, sample-related information, test results, program information, and other confidential information received from or generated for TNS. The laboratory shall not disclose sample-related information or test results to any third party without TNS's prior written authorization. All test results, reports, datasets, and related outputs produced under this MSA shall be provided to and remain accessible to M4N/TNS for programmatic purposes.
