Contract Description
Special student transport of the state capital Potsdam - Special trips Special student transport of the state capital Potsdam - Special trips
The overall contract takes into account various schools and places of residence. These are in each case individual transport services/individual journeys which, due to the school to be served, cannot be assigned to existing orders/contracts or due to their special circumstances (e.g. place of residence outside Potsdam). There may also be transport cases due to a special youth welfare measure. The journeys may be characterised by a very short implementation time during the current school year. Therefore, the contractors are expected to have special capacity (implementation of transport within one week). Due to the various backgrounds to these journeys, it may happen that they also end very quickly again or are only to be carried out for a short period. Thirteen individual transport services form the current basis for the tender. These are listed in an overview. The following schools are to be served: - Voltaireschule-Potsdam (Lindenstr. 32-33, 14467 Potsdam) - Schiller-Gymnasium Potsdam (Fritz-Lang-Str. 15, 14480 Potsdam) - Johann-August-Zeune-Schule für Blinde und Berufsfachschule Dr. Silex (Rothenburgstraße 14, 12165 Berlin) - Parzival-Schule Berlin (Quermatenweg 6, 14163 Berlin-Zehlendorf) - Oberschule Theodor Fontane (Zum Teufelssee 2-4, 14478 Potsdam) - Grundschule am Humboldtring (Humboldtring 15-17, 14473 Potsdam) - Leonardo-da-Vinci-Gesamtschule (Esplanade 3, 14469 Potsdam) - Gesamtschule Am Schilfhof (Schilfhof 25, 14478 Potsdam) - Neue Gesamtschule Babelsberg (Großbeerenstr. 189, 14482 Potsdam) - Evang. Gymnasium Hermannswerder (Hermannswerder 18, 14473 Potsdam) - Michael-Ende-Grundschule (Lotte-Loebinger-Straße 1 A, 14482 Potsdam) It is expected that up to eleven further special journeys will be assigned to the contract. For the submission of the tender, it should be noted that the price per kilometre is decisive in the price sheets. In the price calculation for the price per kilometre, it must be taken into account that wheelchair transport is not remunerated separately. The stated price per kilometre is therefore binding for transport both with and without wheelchairs. Multiple framework agreement The LHP intends to conclude a framework agreement as a multiple framework agreement with the successful tenderers, on the basis of which individual orders (per transport/journey) can be placed. The LHP will call off the services from Contractor 1, stating the transport facts. Contractor 1 shall confirm to the LHP the performance of the service corresponding to the specific call-off immediately, at the latest within the course of one week from the call-off, or declare that the service cannot be performed. If the performance of the service is not confirmed, the LHP may commission the other contractors with the call-off. The framework contract ceiling for the execution of the service amounts to 2,878,729.00 Euro gross. If the framework ceiling for services available for call-off is reached, the contractors obligation to provide services pursuant to Section 3 of the contract ends. Fundamentally, this is a transport service with special responsibility. The group of persons to be transported requires particularly considerate treatment (calm and prudent action, understanding of the situation, empathy, assistance with boarding) and consists of: - Pupils with intellectual or physical disabilities, in some cases severely disabled in multiple ways - Pupils with social/emotional disorders - Pupils with autism - Medically necessary staff, individual case assistants, who are provided by third parties and expressly designated by the contracting authority, as well as - Accompanying persons in certain vehicles. The transport takes place fundamentally from the residential addresses of the designated pupils to the schools and back again. In doing so, the driving personnel must always ensure that the pupils enter the school grounds or the school residential buildings or, if possible, are received by authorised persons orSupervisory staff may be taken into care. In exceptional cases, the contracting authority and the contractor may agree on different pick-up and/or drop-off points (e.g. a day-care centre, after-school care centre or day groups within the meaning of after-school care). Different requirements are placed on the transport service for the pupils to be transported. Some must be transported in a wheelchair and/or together with an accompanying person provided by a third party. Remarks such as individual case assistance, wheelchair, etc. must be strictly observed. The attached overview contains information in this regard. Registrations and deregistrations for pupil transport are to be expected up to the start of the school year, but also during the school year, and will be communicated to the contractor immediately upon becoming known, usually within 3 travel days. The same applies to relocations and changes in the requirements of the pupils to be transported, the number of medically necessary accompanying staff and accompanying persons, as well as changes to the respective timetables. The contractor has no claim to remuneration for the currently agreed journeys if schools previously served no longer need to be approached.
