The procedure is broken down into two distinct phases: - An application phase at the end of which the candidates accepted to submit an offer will be selected; - An offer phase at the end of which the successful bidder(s) will be chosen. The buyer has decided to limit the number of candidates who will be invited to participate in the offer phase to a maximum of 5 candidates. However, if this number is lower, the public entity reserves the possibility of continuing the procedure. After examining the offers, the contracting authority may initiate negotiations with the selected candidates. They will take place in successive phases by applying the award criteria. However, the contracting authority reserves the right to award the contract on the basis of the initial offers, without negotiation. The services will be settled by unit prices.
