Description & Project Overview
The Virginia Department of Social Services (VDSS) seeks proposals to continue the Virginia Whole Family (Two Generation) Pilot Project. The purpose of this RFP is to test, refine, and build the evidence base for Whole Family approaches that improve multi-generational outcomes and move families out of poverty across diverse communities in the Commonwealth. Under this contract, participating Community Action Agencies will apply established Whole Family practices and pilot targeted interventions, while supporting structured evaluation of impacts on family stability, economic mobility, and coordinated service delivery. VDSS will evaluate pilot activities and disseminate results annually, sharing findings and lessons learned statewide to accelerate the development and adoption of effective Whole Family strategies. This procurement is intended to sustain and advance the existing pilotâs work with Community Action Agencies, deepen understanding of what families need and what works, and strengthen a scalable, evidence informed, two generation model for Virginia.
