Announcement in case of voluntary transparency in advance “Purchase of DCCC, ECCC Closed bus vehicles” Announcement in case of voluntary transparency in advance “Purchase of DCCC, ECCC Closed bus vehicles”
1. Introduction This announcement is only used to inform interested parties of the intended choice of procedure, i.e. the intention to conclude an agreement with IVECO invoking the negotiated procedure without announcement on the basis of Article 2.32, first paragraph under b under 2 of the 2012 Public Procurement Act in combination with Article 4.16 et seq. of the 2012 Public Procurement Act. The aim of this is to give interested parties the opportunity to express any objections within the associated period. The client for the agreement is the Municipality of Breda, hereinafter referred to as: “Client”. 2. Motivation for the chosen procedure & proposed agreement The Client motivates its choice to use Article 2.32, first paragraph, under b, under 2, of the Public Procurement Act 2012 as follows, on the basis of three cumulative criteria: there is no competition for technical reasons, there is no reasonable alternative or substitute and the absence of competition is not the result of an artificial restriction of the conditions of the tender. For further explanation, see the appendix in Mercell. 2. Brief description of purchasing order Within the municipality of Breda, DCCC vehicles (double cabin chassis cabin), ECCC vehicles (single cabin chassis cabin) and closed buses, both single and double cabin, are operational in significant numbers. The DCCC vehicles in particular are well represented. A large proportion of these vehicles are older than eight years and in several cases older than twelve years. Both the technical and economic condition of these vehicles necessitate replacement in the short term. The current deployment entails an increased risk for the continuity of operational services. Although these vehicle types are frequently used within governments and landscaping companies, in absolute terms they are a relatively small market segment. As a result, manufacturers and importers only include these vehicle configurations to a limited extent in electrification programs.
