Republic of the philippines province of zambales municipality of candelaria bids and awards committee invitation to bid 1.the municipal government of candelaria, zambales, through its twenty percent (20%) development fund for cy 2026 (supplemental budget n0. 1 fy 2026) intends to apply the sum of five hundred thousand pesos (php. 500,000.00) being the approved budget for the contract (abc) to payments for the hereunder project. installation of street lights at barangay libertador, candelaria, zambales bids received in excess of the abc shall automatically be rejected at the bid opening. 2. the municipal government of candelaria, zambales now invites bids for the above-cited procurement. bidders should have completed a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly in section ii. instructions to bidders. 3. bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the implementing rules and regulations (irr) of republic act 12009, otherwise known as the “new government procurement reform act" (ngpa). 4. bidding is restricted to filipino citizens/sole proprietorship, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privilege to filipino citizens, pursuant to r.a. 5183 and subject to commonwealth act 138. 5. interested bidders may obtain further information from the bids and awards committee of municipal government of candelaria, zambales and inspect the bidding documents at the bac office (rhu bldg.) of lgu-candelaria, zambales from 8:00 a.m. to 5:00 p.m., mondays through fridays. 6. a complete set of bidding documents maybe purchased by interested bidders starting october 9, 2026 to october 21, 2026 from the address below and upon payment of a non-refundable fee for the bidding documents in the amount of one thousand pesos (php. 1,000.00). 7. bids must be delivered to the address below on or before 9:00 a.m. on october 21, 2026. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 18. 8. bid/s will be opened on october 21, 2026 at 9:00 a.m. at the bac office (rhu bldg) l-candelaria, zambales in the presence of the bidders’ representative who choose to attend at the address below. late bids shall not be accepted. 9. the municipal government of candelaria, zambales reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. for further information, please refer to: ms. ester e. elamparo head of bac secretariat lgu-candelaria, zambales 0920 227 1970
