Subject of the public procurement: Design, implementation of construction and exercise of authors supervision during the construction of the housing building stock of the Association of OwnersBLAGODENSTVIE with address: Svishtov, Hadji Dimitar St. No. 11. 2. Description of the subject of the public procurement: The subject of the procurement includes the following activities: 2.1. DEVELOPMENT OF INVESTMENTPROJECT in the Working project phase for the implementation of the most effective package of energy-saving measures for the building, which achieves a minimum energy consumption class B in compliance with the package ofenergy-saving measures (ESM) proposed in the technical and energy survey and provision of an accessible environment in the building for people with reduced mobility according to the requirements of the Ordinance№RD-02-20-2 of 26.01.2021 on determining the requirements for accessibility and universal design of the elements of the accessible environment in the urbanized territory and of the buildings and facilities ofthe multi-family residential building located at the address: Svishtov, Hadji Dimitar St. No. 11. 2.2. EXERCISE OF COPYRIGHT SUPERVISION during the execution of the construction and installation works in accordancewith the requirements of Art. 162, para. 2 and para. 3 of the Territorial Planning Act. 2.3. PERFORMANCE OF THE CONSTRUCTION AND INSTALLATION WORKS of the multi-family residential building in the town of Svishtov according to the plans prepared byThe contractor, agreed and approved in accordance with the relevant work investment project. The implementation of the following basic construction and assembly works is planned: -Energy saving measure B1: Thermal insulationon walls - Delivery and installation of heat insulation system with EPS with a thickness of 12 cm, Delivery and installation of heat insulation system type XPS 20 mm turning around the windows - 1,109.87 m2, Laying of coloredsilicate exterior plaster (according to the color project) – 1,109.87 m2 -Energy saving measure B3: Heat insulation of the roof - The measure includes laying heat insulation from XPS with a thickness of 100 mm and λ=0.03 W/mKfor all roofs – 472.10 m2. -Energy saving measure B4: Heat insulation of the floor - The measure includes laying heat insulation from XPS with a thickness of 100 mm and λ=0.03 W/mK – 105.49 m2 and replacement of windows.-Energy saving measure B5: Replacement of window frames - The measure includes replacement of the existing window frames (wooden and/or metal window frames, and/or aluminum and/or other type of window frames - non-compliant withprescribed in the Energy Efficiency Survey) with new, PVC frame glazing with a maximum heat transfer coefficient U=1.4 W/m².K. – 217.85 m2; -Energy saving measure C12:Lighting installation - The measure provides for the replacement of lighting fixtures in the common parts of the building with new, energy-saving ones controlled by motion and light sensors - 12 units; -Measures forimproving access for people with reduced mobility - Implementation of CMP to improve access for people with reduced mobility to the entrance doors of 2 block-sections. Construction is FOURTH CATEGORY,according to Art. 9 of Ordinance No. 1 of 30.07.2003 on the nomenclature of construction types and letter ex. No. ВТ-1524-02-720/10.06.2016 of the head of the Sofia National Technical University. The detailed performance requirements areaccording to the Technical Specification, an integral part of the participation documentation. The contracting authority will conclude a framework agreement only with a participant who meets the selection criteria and whose offer,meets the pre-announced conditions. The framework agreement will be concluded with one person - the participant ranked first and designated as the contractor. In the Framework Agreement are definedall conditions. On the basis of Article 82, Paragraph 1 of the Public Procurement Act, the Contracting Authority concludes a contract for public procurement, applying these conditions. The contracting authority will conclude a contract for the award of the public contract, aftersecuring funding. As of the date of the opening of the procedure, no funding has been secured.
